Parking Rules
The procedure to register vehicles to be parked in the carport and open space(s) are as follows:
- A copy of the current vehicle registration showing your name and a Villa St. Croix address for the vehicle to be parked in your carport and common area space.
- If the vehicle is new, submit a copy of the sales contract or temporary registration. Approved permitted vehicles without license plates will be issued a temporary variance (maximum 3 months) until they obtain plates. Residents must submit that information when they receive their new plates.
- MOTORCYCLES: If an owner has two (2) motorcycles, both can occupy one assigned space. However, each motorcycle would count as a single vehicle and if the owner has a vehicle, then one of the two motorcycles would be considered a third vehicle and there will be a cost of $25 per month.
Vans, SUVs, or trucks, are not allowed to park “backed-in” to the carport or open space. No commercial vehicles, company logos, or oversized vehicles are allowed to be parked in the community. However, if you have a company vehicle (non-commercial or without a logo) please provide both of the following:
- Letter on company letterhead showing your name and authority to have custody and control of the vehicle
- Current vehicle registration
PRIMARY VEHICLE THAT WILL BE PARKED IN THE CARPORT
Resident Owners are to provide one designated vehicle that will be parked in their carport at all times. Please submit the license plate, the make, model, and color of that vehicle. Please remember that vehicles may NOT be stored in the carport and must be moved every 72 hours. If an owner is going on vacation and is unable to move their vehicle, then they would contact the management company informing them that their vehicle will remain in the carport for the dates they will be away.
OPEN SPACE COMMON AREA PARKING
Resident owners with a second vehicle are to provide the license plate, make, model and color of their second vehicle, which will be parking in the open space. If a resident has a third vehicle, the same information is requested and there will be a fee of $25 per month. Please notify the management company so that they are aware that you have a third vehicle. If there is a fourth vehicle, the fee will be $50 per month. The same information should be submitted for the fourth vehicle. A FIFTH VEHICLE IS NOT ALLOWED AND MUST BE PARKED ON THE STREET. Please respect the 72 hour parking rule.
WHAT GUEST VEHICLES NEED TO BE SAFELISTED?
Guest vehicles parked in common area open parking at any time between the hours of 12:00 midnight and 6:00 a.m. need to be safelisted by the resident. This means that the resident provides information about the vehicle by phone or website, so that it will not be in violation and cited and/or towed. The website to safelist a vehicle is https://villastcroixhoa.com/safelist.
Guest vehicles parked in common area open parking between 6:00 a.m. and midnight do not need to be safelisted.
PERMITTED RESIDENT VEHICLES – NOTES AND PROCEDURES
- An approved vehicle’s license plate number will serve as the vehicle’s permit to park in common area and will be linked to a specific address.
- Permitted resident license plates are recorded after the resident has provided information which indicates they have used their one exclusive use carport space, to park properly registered, street legal vehicle, and therefore need a permit for an additional vehicle. There is a maximum of four permitted resident vehicles for each qualified household.
- Any resident with a special situation regarding their permitted vehicle, must submit a written request to the management company for approval by the Association’s Board of Directors.
- Residents wanting to change a permitted vehicle to another vehicle must reapply for a permit (no charge). New vehicles must reapply (no charge).
5. Procedure for Permitting a resident vehicle
Submit the following items to the management company:
- Complete application (Please refer to the registration form below). All incomplete applications will be destroyed six (6) months after their submission date.
- A copy of the current vehicle registration showing your name and a Villa St. Croix address for your carport and common area vehicles. If the vehicle is new, submit a copy of the sales contract or temporary registration. Approved permitted vehicles without license plates will be issued a temporary variance (max 3 months) until they obtain plates. Residents MUST contact the management company or website immediately when they receive their new plates to get their plate permitted.
- Applications that include two wheeled vehicles must fill out a parking permit application like automobiles.
- Your 2nd vehicle that needs to park in common area will be at no cost. Additional permitted vehicles (3rd) or 4th vehicle(s), will require a check to the Association for the first month as follows:
- $25 for the third vehicle
- $50 for the fourth vehicle
Every month after the initial set-up, the extra cost for these vehicle(s) will be assessed to the individual’s monthly assessment account as previously done in the past.
6. All inoperable vehicles must be removed from the complex.
7. Covered vehicles must be registered.
8. Moving vans must use street parking for overnight.
9. Please also remember that storage should be kept in storage closets and not in the parking spaces.
10. Oversized recreational vehicles will not be permitted. (Oversized vehicles are those that cannot fit into the parking space because they are too wide or too long, i.e. Dually, Suburban, limousine). These vehicles must be parked on the street outside the complex.
11. No commercial vehicles are allowed to be parked within the complex. Commercial vehicles are defined as vehicles with writing on the sides advertising a business which includes a name, a phone number, a logo, etc., and/or racks on top of the vehicle.
Recreational Vehicles:
Recreational vehicles are not allowed to be parked in Villa St. Croix. Recreational vehicles are defined as, but are not limited to, vehicles like the following:
•Motor homes
•Personal watercraft
•Trailers of all types
•Boats
It is important that recreational vehicles be registered with the management company each year because people that do not reside in Villa St. Croix have illegally used this lot to park their vehicles.
All recreational vehicles must be operational and registration tags must be current. In addition, the Board is now requesting proof that the vehicle being parked in the RV lot belongs to the occupant of the unit. Therefore, a Certificate of Ownership for the recreational vehicle must be provided to the management company as proof that the owner resides in Villa St. Croix.
3. Only recreational vehicles may be parked in this area. The vehicles will be assigned a parking space. Please make sure you use only one parking stall per vehicle, and do not double-park even momentarily.
4. People may not congregate in the RV lot. Loitering or game playing is not allowed in this area. Electric toy cars may not be used in the carport or recreational vehicle parking.
Residents in violation of these rules will be fined $75.
SPECIAL CASE PARKING POLICIES
When determining whether or not a vehicle is allowed in the community, the following vehicle types are NOT acceptable as legitimately parked vehicles:
•Vehicles out of current registration
•Vehicles currently registered as non-operating
•Vehicles which are registered but not street legal (off road vehicles)
•Oversized vehicles that are too wide or too long (i.e. Dually, Suburban, limousine)
•Recreational vehicles (see definitions above)
COMMERCIAL VEHICLES ARE NOT ALLOWED TO BE PARKED IN VILLA ST. CROIX.
Commercial vehicles are defined as, but are not limited to, vehicles having any of the following attributes:
• Logos
• Company names
• Ladders
• Tool boxes
• Over 1 ton
• Gates, or lifted gates
• Flatbeds
• More than two axles
• Vans or buses designed to carry more than 10 persons
